Hal Lanham
President & Founder of AWR Services, Inc.
For three decades in the Austin & Central Texas area, Hal Lanham has been involved in the management and operations of water and wastewater utilities. Beginning with his post graduate career at the City of Lubbock, Texas, and a graduate of Texas Tech University, he learned the utility business at the feet of trusted, successful managers who were the leaders in the industry in Texas, and at age 24, he was promoted to Assistant City Manager for the City of Lubbock. During his 13-year career, Mr. Lanham served as a City Manager of three additional cities in Texas, providing a strong background in utility operations, rate making and utility financing before becoming involved in Special Utility Districts in Central Texas. He has been associated with over 40 Utility Districts in the Central Texas area working in the areas of creation, budgeting, operations, rate making, and management. He was instrumental in the formation of the Central Texas Association of Utility Districts. He has worked with the Texas Legislature to increase the authorities of Utility Districts in Texas and has been instrumental in the passage of new laws regulating Cities annexations of Utility Districts.
Hal Lanham has garnered a trusted reputation to provide much needed experience, guidance, and adaptability to the ever-changing landscape of Utility management, while incorporating cutting edge technology to help supply neighborhoods and businesses with high quality water and wastewater treatment.

Tammy joined AWR as the CEO in 2020, during the middle of the pandemic, and brings over 25 years of experience that is heavily focused in operations and management for $350m – $650m companies. A graduate of Stephen F. Austin State University, Tammy manages and directs the company towards it’s goals and objectives, as well as those of our clients.

We like to brag about our operators as they are the best in the business! Nobody is more passionate about quality drinking water than our operators. And they are just as committed to the effluent wastewater that is repurposed to our land.
